(ABC 6 News) – The Rochester City Council voted Monday to adopt the riverfront small area comprehensive plan.

The plan envisions a combination of private development and public spaces that would be estimated to cost around $350 million. The plan would involve city-owned properties along the Zumbro River across from the Government Center and the Mayo Civic Center.
