Predatory offender released from civil commitment

(ABC 6 News) – Wednesday, Rochester Police issued a community notification about a predatory offender who moved to Rochester June, 27 on a provisional discharge from the Minnesota Sex Offender Program.

Norman Alvin Edstrom, a risk level 2 predatory offender, is transitioning June, 27, 2022 from MSOP on provisional discharge to the 2100 block of Campus Drive SE, Rochester, MN 55904.

From 1972-1990, Norman Edstrom engaged in multiple incidents of sexual contact against unknown female and male victims ranging from children and teenaged to adult. He accessed the majority of his victims by offering rides while they waited at bus stops or were hitchhiking. Once in his car, Edstrom would use threats of violence, force and a weapon to maintain control.

This individual has served the sentence imposed on them by the court and is transitioning into the community. This notification is not intended to increase fear but rather raise awareness. Law enforcement believes that an informed public is a safer public.
