RPD: Predatory offender’s release delayed
(ABC 6 News) – The Rochester Police Department said a Level 3 predatory offender scheduled for release Tuesday will remain in the Department of Corrections’ custody until a preliminary hearing March 9.
Joshua Winsky was to be released to the 2100 block of Campus Drive Southeast on Tuesday, March 1.
Winsky is described as a 5’10” American Indian or Alaskan Native man weighing 222 lbs., with brown hair and brown eyes.
According to the Rochester Police Department, Winsky has a history of sexual contact, including touching and penetration, with known female teenagers that began when he was 16. Winsky took advantage of at least one girls “vulnerable state,” and used force to gain compliance.
The Community Notification Act reads as follows:
"This individual has served the sentence imposed on them by the court and is transitioning into the community. This notification is not intended to increase fear but rather raise awareness. Law enforcement believes that an informed public is a safer public."
