Level 3 predatory offender released to Rochester
(ABC 6 News) – In accordance with Minnesota’s Community Notification Act, the Rochester Police Department released information Monday, Jan. 29 regarding Jason Boyd Fultz’s move to the 2100 block of Campus Drive SE, Rochester.
Fultz, a Level 3 offender, was convicted of criminal sexual conduct against children in the 1990s, and was committed as a “sexually dangerous person” in Clearwater County in 2001, according to Minnesota Court Records Online.
According to the MN Sex Offender Program’s public fact sheet, Fultz has a history of molesting male and female children.
“He uses established relationships of trust or builds trust in order to attain unmonitored contact with the victims,” according to the MN SOP. “He uses attention and affection to gain access. He uses naivete and confusion in his efforts to maintain the contact.
According to RPD, “this individual has served the sentence imposed on them by the court and is transitioning into the community. This notification is not intended to increase fear but rather raise awareness. Law enforcement believes that an informed public is a safer public.”
