The proposal includes banning flavored e-cigarettes and menthol cigarettes.
Advocates say students favor the flavors, and current laws do not do enough to protect kids becoming addicted to the products.
Critics argue the ban hurts people seeking alternatives to their own tobacco addiction.
Fines could go up to $1,000 per item sold under the new proposal.
