UPDATE: RPD confirms medical event likely caused crash into apartment building
(ABC 6 News) – Rochester police confirmed Tuesday, Sept. 17, that a Sept. 3 crash into an apartment building at Valleyhigh Drive and 15th Street NW was likely caused by a medical event.
Communications coordinator Amanda Grayson said there were no indications that drugs or alcohol were involved, according to investigators.
An Olmsted County search warrant publicly filed Sept. 15 states that witnesses to the crash saw the driver — alleged to be Brian Cain, via a relative’s GoFundMe — was slumped over behind the driving wheel shortly before the crash.
The warrant claims witnesses then saw the vehicle accelerate, strike a vehicle in the parking lot, tree, and apartment building — some bricks from which landed 166 feet away from the crash site.
Law enforcement removed the Lincoln MKX vehicle’s event data recorder.

(ABC 6 News) – Rochester Police have identified the driver of the white SUV that crashed into an apartment building off of Valleyhigh Dr. NW and 15th St. NW as 39-year-old Brian Cain of Rochester.
Though the specific cause of this particular crash has not yet been revealed, residents nearby say that this is another reminder of just how dangerous this stretch of road can be.
At about 7:15 A.M., Christina Wevley and her son Andre heard the sound of squealing tires and a loud thud that could only mean one thing.
“My kids knew as soon as they heard the tires it was an accident,” said Wevley.
At the same time, across the street, Tamra Losinski was letting her dogs out when she saw a white car go flying by, hearing the same loud thud seconds later.
Something she’s seen plenty of times in her 25 years in this neighborhood.
“Over the years, it’s increasingly had more speed pickup in the traffic and a lot more accidents,” she said.
The car in question had drifted off the road, flying through a small parking lot, before colliding with a parked car, a tree, and finally the bottom floor corner of a the building into a tenant’s bedroom.
Wevley and her son were some of the first on the scene.
In a video on Christina’s Facebook page, Andre can be seen trying to wrench open the door to get the unresponsive driver out.
In another, other neighbors are using sledge hammers to try to break open the door as first responders arrive.
The neighborhood has seen crashes like this before.
Two years ago, another driver ran off the road into a family member’s car parked in Wevley’s driveway.

“I was hit by (family member’s) car that swung into me and the other car going over my head which totaled out my neighbors house and ended up in the other neighbors house upside down,” said Wevley.
Losinski has seen even more.
“The house on the corner has had it’s fence taken out so many times they won’t even put up a privacy fence any more,” she said. “There’s so many accidents on the three-way stop up there because it’s just very confusing how to stop and navigate that intersection.”
It’s a threat they all live in constant fear of, especially for those that have families.
“My kids watched me being injured,” said Wevley. “They don’t even like me being out front. One of my sons told me he’s ready to move.”
And one that has been a struggle to deal with.
“It’s got me terrified that when my granddaughter gets out of school and is going to walk to my home is she going to be safe,” said Losinski.
The driver’s condition remains unknown at this time.
